Re: get a load of this!

1.  I noticed in this discussion a momentary fit of pique from Ted at LBL
as well.  Apparently those of us working for Universities supporting DOE
funded National Laboratories share some of the angst!

2.  In particular, interpretations of two significant relatively recent
events:  (a) the DOE Radiological Control Manual and all associated
implementation plans (sorta like a licensing package but maybe worse),
and (b) 10CFR835 and the associated Radiation Protection Program Plan
(even more like a licensing package but still not quite there).

3.  The battles over "shall", "should", and "vague" terminology are
already being fought in these arenas!

Yup.  I couldn't agree more.  Unfortunately, the nattering
nabobs at these dear agencies of ours have little/no
experience in real-life compliance at colleges &
universities.  Or they seem to.
