One obvious reference for hot particles would be NCRP 106
"Limit for Exposure to "Hot Particles" On the Skin". It was
issued in Dec 1989 and provides the NCRP recommendations on
the subject and also has several pages of references. The
NRC followed the NCRP recommendations in a policy statement
issued on July 31, 1990 and published in 10 CFR under the
Commission Notices Policy Statements section (PS-RE-1) It
also appeared in the Federal Register (55FR31113). Hope
