The "environmentally safe, biodegradable, etc" are not aqueous based, Pat.
It has been very misleading with some of the hype surrounding them.  They
are organic solvent based, just not EPA listed.  Also, they are releatively less 
les toxic to the treatment plant bugs that eat waste.  The water plant
bacteria can break some of them down, but the products are still organic
chemicals.  I've also heard that many contain traces of those nasty RCRA
listed things.  Most companies have taken Biodegradable off their labels.
