The question is impossible.  Does radiation cause ingrown toenails?
or low blood sugar? or anxeity?  How can you address this issue
other than to say that there is no known link between low level
radiation and heart disease.  If there was, don't you think it
would be more than apparent with variation in background and
occupational levels.

I've had similar problems with cancer clusters in our buildings. 
Let the autopsy speak to the issue.  Don't waste your time trying
to proved a hypothesis that has no basis in scientific fact.

Hope this is resolved soon, so you can deal with real safety
issues.
