I talked withJ Michael Donaghue of International Specialty Products who 
do the uniformity testing of our blood irradiator.
He said the FDA has a recommendation not a requirement, that  the central 
portion of the container reach at least 2500 rad and the lowest part of 
the irradiation container reach at least 1500 rad.

This is third hand so take it for what it's worth.
