Not a chance - at least from the laser radiation
Probably they touched something that conducted heat rapidly
I've worked as a (the only) nonionizing expert in Manitoba and BC and have
measured the outputs, read Slineys book, am familiar with the US federal regs
and the Canadian RED Act on these things, etc, etc and there is no way except
of course if someone deliberately attempted to injure.
