In my younger days, I had a hand in drafting the regulations for the City 
of Los Angeles, and can tell you quite a story on the shoe fittling 
fluoroscopes.  I believe LA City was among the first, if not the first, 
to address this question head on, and I have some where in my collection 
of materials at home the draft regs as well as the finals.  If you want
