Well, I'm not an RSO, but...

1) Rad Health Handbook: Both editions, the older one is easier to use
if you aren't fully SI conversant.  The newer one has more and has
fewer errors (and is much prettier in black).

2) Health Physics Society Newsletter (with HPS membership, you also
get the HPS Journal and the membership handbook, also useful for
detailed info and contacts, respectively):  It keeps you up to date
with what is going on and has lots of helpful info.

3) 10CFR: Even in an agreement state, you need to know what the NRC
is doing and where it is going (reading the PRMs and SCs are time
consuming, but can be very valuable)

4) The Check Source (the HPS BBS Service): Great place for answers
and info.

5) The Segre Chart / Chart of the Nuclides: You need to know what
you're working with.

The remainder depend on what you're doing and what your background
is.  So I'll just list them in no particular order:

NCRP publications that are pertinent to your program
ICRP publications that are pertinent to your program
Herman Cember:  Introduction to Health Physics
Jacob Shapiro:  Radiation Protection
Glen Knoll:  Radiation Detection and Measurement
