Some options that may or may not be feasible depending on
the size of the animal:

Emulsify them in a blender and drain dispose the "readily
dispersible biological material".

Dissolve them in NaOH solution, neutralize and drain dispose.

Ship them frozen to SEG for steam reforming. $$

Restrict use to 0.05 uCi/g or less.

Check to see if can get your pathological incinerator licensed
to incinerate them.  Good luck.
