Although I don't know about "black spot plates", I have in the past done 
some decorative ceramic work.  Uranium salts were generally used for the 
colors they can produce, although one occasionally reads about flasks 
with extra internal uranium salt glazing to "ionize" the contents, thus 
presumably making the contents more healthful (or something).
