5/2/95 Barnwell Update




The May 2, 1995 edition of the State newspaper (Columbia SC) contained
an article titled "Carolinas to battle over Barnwell".  The following 
is a summar      
NC Gov Jim Hunt denied allegations that NC has purposefully delayed 
opening a new storage facility to replace Barnwell.  He will vigorously
fight any sanctions preposed by SC.

Southeast Compact Commission (SECC) met today.  (There should be more news
tomorrow.) SC SECC members expected to open discussion on the Barnwell 
issue.  SC wants SECC to bless  the proposal to reopen Barnwell to the
nation and to exclude NC generators from disposal at Barnwell.

Increased disposal fees may deter disposal from large utilities.  SECC 
spokesperson agreed with the possibility of large utilities storing 
waste on-site rather than pay increased fees.

Proposal has legal questions.  Can a compact exclude a member without 
expulsion (in the case of NC). 

2/3 of SECC must vote to accept out-of-compact waste and exclude? a 
compact member.

This should give everyone and overview of the progress or at least
the politics involved.  The SC Senate will begin debate on the budget
$4.2 billion, and tied into the budget is the Barnwell issue.
