Les,  I agree that this is an area that we should keep in
discussion.  What if in sorting all of this out, the NRC
decides to apply the 100 mRem limit to untrained personell?
How does one prove that individuals who work in a facility,
but not directly with RAM, are not exposed in excess of
100 mRem?  If an untrained worker is exposed in excess of
100 mRem in a year, do you have to report it as an
overexposure? etc.  I hope I am overstating the case, but
I think it bears watching.
