PC based DoT program

A number of years ago NIST wrote a simple BASIC program for doing
radioactive material shipments, at least the easy ones (not fissile shipments).
But the program has not been updated since about '86.
And won't be given our current work.

I have had an amazing number of calls from users of this program over the last
2 years wanting an update.  So there is a user demand out there.(>10-20 based
on actual calls)

I offer this as a practical project for a public spirited soul.
I phrase it this way because I don't see any way a person can sell such a
program commercially because of the liability issue.  Ours was distributed
on a prototype basis leaving it to each user to certify it for her application.

I just happened to get another inquiry today.  This pathway lets me pass on
the need, and also let other users know not to hold their breath.
