     Eight Republican members of the Senate Environment and Public Works 
     Committee have written to President Clinton asking him to withdraw the 
     nomination of Dan Berkovitz as a Nuclear Regulatory Commissioner and 
     warning the President against making a "recess appointment" as a way 
     of bypassing their advice and consent role. Berkovitz, Democratic 
     counsel to the committee since 1985, has alienated pro-business 
     senators over the years with a series of proposals they consider to be
     antagonistic.
