experimental safety review

In larger facilities at BNL, we use a formal review of experiments,
implemented by the
appropriate Facility. In smaller facilities documenting the approval or
safety review of
smaller experiments is not complete. We are considering combining our normal
fire
protection, workers' safety, IH, and other "normal" safety analysis of
Experiments with
the radiological review as in the RWP system. The RWP process has some
limitations
for this purpose.

We are setting up guides which address each type of hazard to reflect the need
of the
specific review, depending on the level of "hazard," treating the radiation
control
aspects as one of the hazards. A very simple "SAR" process is one
description of the
process.

We are collecting information for compliance with 10CFR835, and would share
the
information that we get back on the net.

Question:
1. Are other facilities formalizing the review for smaller experiments with
EXPERIMENTAL SAFETY REVIEWS which encompass the total safety aspects
     of the proposed work?

2. Are there ideas on how can this be made a benefit, rather than a
"hindrance" to
     the researcher?

Thanks for any information that you would like to share.
