Remote Certification

I have been following the discussion on certification of HPs and find myself
turning a deep shade of "envy green" as we have no such program down under.

My question is;

Is there any way a humble university RSO from Australia can attempt to gain
certification (from any recognised HP body) without jumping on the first
available QANTAS 747 and receiving a dose of cosmic radiation?
