I received a call from a former Stanford University person 
who is now at the Southwest Research Institute which has the
commercial capability to clean ECD foils.  They haven't 
experience with tritium foils yet, but are willing to give
it a go!

He is located in San Antonio, Texas (but doesn't miss the
taxes and high cost of living in Palo Alto--does miss the
old nuclear medicine crowd!).
