I believe that the same people who incinerate your dereg LSC can also incineratethe cocktail containing Ni-63.  It just takes more paperwork, and more dollars.
As for pouring "biodegradable" cocktail down the drain, you should check with 
your local authorities about that.  DuPont, before they went out of the LSC
business, issued a statement to the effect that "...did not recommend drain
discharge ..." of their Formula 989 biodegradable cocktail  (DuPont NEN 
FaxBack #2312;  DuPont sold its LSC line to Packard in 10/94.)  Note also that
10 CFR XXX doesn't preempt local regs on discharge of solvents to the sewers.
