I suggest you check with the "Glenn Committee" and the Cleveland
Plain Dealer for additional info (or the NRC, they had to supply
tons of info post-fact to Senator Glenn).  NRC never looked at sewer
reconcentration in the original regs.  However, info came out of a
couple of sewer districts as to "high" radiation levels (e.g., larger
then allowed for non-restricted areas).
