radioactivity and hazardous wastes compared

This morning, another HP mentioned to me that he had seen an EPA document 
equating 1 Ci (37 GBq) to 1000 tons of hazardous (chemical?) waste.  Is anyone 
familiar with this document or understand the reasoning behind this type of 
statement?
