DOT has full jurisdiction over RAM in transit and their regulations
are deemed adequate and sufficient for that material.  NRC and
(most?) State regulations give an exemption or a General License to
transport radioactive material in accordance with DOT regulations.

10CFR30.13:

    Common and contract carriers, freight forwarders, warehousemen
    and the U.S. Postal Service are exempt from the regulations ... to
    the extent that they transport or store byproduct material in the
    regular course of carriage for another or storage incident
    thereto.
