       2. General effective date 1 April 1996
       3. Becquerel activity units 1 April 1996 for internation shipments
       4. Becquerel actitiy unit 1 April 1997 for domestic shipments
       5. Formal radiation protection program >200 TI annually 1 Oct 1997
