As an example in New Mexico (an agreement state) there is no exempt quantity
of Pu.  It is hard to teach HP techs who might end up at LANL alpha
spectroscopy with out a Pu source.  It is very hard no impossible to get a
small Community College to get a liscence for about 15 students a seimister
