Decon of toilets - I-131

Could somebody please explain to a non-hospital HP why porta-potties can't
be used (the camper style with the plastic bags that can be sealed, decayed
and flushed down some janitor's toilet when cold - or skip the decay step
and dump the hot waste down a toilet in a non-expensive secured area)?  Or
bed pans?  Surely the patient can be required to either use these
less-pleasing methods or pay ($) for the room to sit idle.
