You provided the definition, but not the exemption for shipments of such
devices.  Do you have a reference for the exemption?

I would think the smoke detectors could be transported, without regard to the
DOT regs, by a homeowner who is moving, because he/she is not engaged in
"interstate commerce" and is not a licensee of the NRC or Agreement State.
 Comments?
