10CFR835 CDE Reporting Requirements

I am looking for some guidance on reporting CDEs to "organs or tissues of
concern" with respect to the requirements of 10CFR835. Is there a working
definition for the phrase "organs or tissues of concern" (i.e. what denotes
such an organ or tissue). The reason I ask is because I periodically am
asked to assess doses (intakes) for isotopes which are described in ICRP 30
as being uniformly distributed throughout the body (e.g. tritium,
ruthenium, etc.). I remember a rule-of-thumb (possibly from 10CFR20) where
a tissue was considered significantly exposed if the CDE to that tissue was
greater than or equal to 10 percent of the CDE to the highest exposed
tissue. For tritium, all tissues would be significantly exposed using this
rule-of-thumb. I have also considered using the highlighted DCF results
listed in Federal Guidance Report No. 11 to indicate whether a
significantly exposed tissue exists. I am wondering what others out there
are doing. Any input would be appreciated.
