Customers are those persons paying for goods or services.  Students, patients, clients, 
are all customers.  The NRC's and other regulatory agencies' customers are the taxpayers 
(even though the NRC's funding is appropriated from licensees).  As a Radiation Safety 
Officer my customers are the users of radiation or radioactivity at my institution.
