     It is the responsibility of the health care professional to be able to 
     communicate the risk to the individual.  The risk of having or not 
     having the procedure done should be explained as well as why this is 
     the diagnostic of choice.  
     
     The reason that 99% of the people may not be able to understand is 
     because the health care professional is incapable using good analogies 
     to compare the risk of the procedure to a known risk.
     
     A task cannot be ignored just because it is difficult.

          Since 99% of the patients would not be able to evaluate dosimetry
information,
I think you are asking for something that has no real value.  The answer you 
were given
was appropriate for most of the patients they treat.
