My main objective is to directly demonstrate that
the usual calculational dispersion models are
conservative at our site.  Directly measuring
total public dose is not a concern since, as you
note, it is trivialy small.

I hope to get around background variability by doing
short term measurements at startup and shutdown
during calm atmospheric conditions.

A little risk adds spice to life.
