Thanks for posting the final rule Wes. It appears to be  more appropriate than 
the original draft proposal, amd is more closely related to how power 
plant programs have been regulated, i.e., self reporting of 
situations whereby the licensee violated requirements that could 
potentially lead to an unexpected exposure, even one that would not 
have caused an exceeding of regulatory limits.
