THORIUM

I need information on the use of 99.9% Thorium Oxide (O2) by manufacturers of 
various consumer products (film, lenses, etc.).  Someone picked up a can of 
this product mixed in with other items in a box at a flea market.  ThO2 is 
regulated as source material by general license.  How is this material used and 
is it expensive?  Also, does anyone know the best way to dispose of this 
material if no one has a use for it.  Any information will be helpful.  You may
