I don't see this as necessarily erring on the safe side.  When you 
err so far to one side for a particular hazard that you remove resources 
from more effective safety programs you are in effect decreasing the
level of safety or public health.  To be "conservative" is not equivalent
to being "safer" when the entire body of hazards people face is looked at.
