While it is very important to monitor individuals based on regulatroy 
requirements, it is more important to provide the individual with 
monitoring based on good sound logic, with the individual in mind. 
What is appropriate based on the work environment is what should be 
provided, regardless of what the minimal regulatory doctrines 
dictate.

remember, the NRC will NOT be sitting along side of you when your 
workers "potentially" take you to court. Nor will meeting regulatory 
requirements save you from a radiation case filed against you. Do 
what is right (for you) and you will generally be ahead of the game. 
Think of your workers first and then make sure that you have also 
considered the regulatory implications.
