If I recall correctly (a dubious assumption) the NRC recently issued 
an Information Notice on Kr-85 problems.  It appears that it doesn't 
behave nicely and always vent completely.  So you can empty a 
cylinder and still have residual Kr-85 trapped in the system.  This 
may be the source of the problem mentioned in another post.
