Right, Mike, but worse, it says "the US no longer has the technical capability
to do anything that's not bureacratic programs and controls" (mostly useless
and irrelevant except for meeting "the funding challenge"; measured by
"billable hours", not results). Pretty sad, and embarrassing. :-)
