Threshold for deterministic effects



Dear Radsafers,

I would like to know what is, in your opinion,  the current threshold for
the smallest deterministic effect to appear ? (If you have any practical
examples, please mention them) 
In other words, what is, for you, the dose above which "equivalent dose" and
"effective dose" are no longer relevant ?

Is there an (international) consensus on that matter is the question I am
trying to get an answer to.

The last thread on RadSafe related to "equivalent dose" (June 1996) showed
agreement on the concepts rather than on the numbers :  thresholds varied
from 50 mSv for some people to 1 Gy for others ? Is the truth between these
two values ?
