Mr. Kaplan (and to other RADSAFERS who might be interested), 

The Scientific Ecology Group (SEG) in Oak Ridge has an agreement with DOE to
ship such recycled products.  They also accept products for recycling, both
for volume reduction and activation reduction (by melting and removing the
"slag", they sometimes remove most of surface contamination), and will be
happy to either dispose of the product for you or return it to you in its
new compact form.  Your local expert is Dr. Len Chimenti at BNL.  If you
want to contact them directly, you can try calling them at (423) 376-8030
(formerly Dewey Large, Manager of Government Services' office before he left
- but I suspect whoever picks up can help you.)
