To obtain information under the Freedom of Information Act, send a 
letter addressed to the FOIA officer at NRC region 1.  State in your 
letter the information that you seek.  They will reply in a timely 
manner how long the information will take to get to you and how much 
you can expect to pay (for research time and xerox costs).

I have requested information this way on a number of occasions, and 
the cost is pretty minimal, especially if the request comes from a 
non profit organization and the information is not used for 
commercial use!.
