Very odd this question of exposure to X-ray and perceived risk.   Here we
have on one hand serious concern about the ethics 
of a 3 microRem exposure,  while on the other we have the HPS recommending
against quantitative estimation of health risk below an individual dose of 5
rem in one year, pr a life time dose of 10 rem in addition to background.
