10 million DAC

The context of my question is as follows.
In an emergency, an emergency responder in an SCBA would be ok in an
airborne concentration up to about 10 million DAC (except for tritium).
My question is:
What is the highest airborne concentration (DAC) that has been estimated or
measured following an accident? e.g. has anyone estimated the concentration
at Chernobyl?
