--An old reference is EPA Report 520 1-75-004 by R.H Johnson, D.E.
Bernhardt, N.S. Nelson, and H.W. Calley. It gives variations from 1 to
1500 pCi/L with a national average of 37 pCi/L. It gives the average in
local distribution lines as 23 pCi/L.
