NRC withdraws proposed "NIH/MIT" rule

According to the May 1997 (Vol. 11 No. 5) Nuclear Licensing Report:

"In a staff requirements memorandum dated April 17, 1997, the 
Commission has disapproved a staff proposal to republish for public 
comment a revised proposed rule on "Reporting Requirements for 
Unauthorized Use of Licensed Material" and instead directed the staff 
to withdraw the rule."
