Please note that the environmental problem is not RADIATION but radioactive
materials that could be released. The dose from the radiation itself, as an
external source, may be trivial. As an internal source, one must consider
bioavailability of the chemical form of the radionuclides as well as
biological half life.

The problems you allude to may have chemical risks that far exceed the
radiaition exposure risk for long lives hazardous metals such an 115-In or
natural radium. How about 40-K and T in sea water? All these present chemical
hazards that far exceeds and exposure risk.

Like most problems, the details are far more important than the generalities.
Let the experts deal with it, and keep the lawetrs  at arms length.
