I certainly hope not.  Have we all forgotten about ALARA and costs?? 
Even if low doses were harmful to some extent, the ICRP and NCRP both 
recommend keeping doses below the limits using the ALARA principle, NOT 
KEEPING DOSES TO A MINIMUM.  Hopefully the idea was misexpressed.
