     Within the Nuclear Power plant Industry the only means to identify an 
     individual that travels from utility to utility is the SSN. There is 
     no standard method across all utilities.
     
     PADS which NEI put in place as a central repository of Rad. Worker 
     data requires SSN as the unique identifier. If individual is from 
     another country and has no US SSN then a computer generated ID is 
     assigned.
     
     Due to the above comments getting the SSN from an individual if they 
     have one is required.
     
     No SSN..no work, but of course still their choice..:)

Bob,
What you say is true, but nonetheless, these organizations that you mention 
can not require you to use your SSN for these purposes (except maybe the 
military, who for all intents and purposes owns you).  It is illegal to deny 
services on the grounds of refusal to disclose a SSN.  Of course SSN and IRS 
are exempt.
