As previously explained, David's statement below isn't correct in the
context/costs of the time. AND since "get the gov't out" of waste disposal
can't happen, what's the "right" gov't role? This is "set reasonable reg".
This is now rejected by both gov't and industry! So what do YOU recommend for
the right action by gov't and industry, that gets costs to rational bases (to
then enable "let the marketplace sort it out")?
