Having entire committees involved might solve the problem of making sure
everyone agrees with the answer. It might also make the timeliness of
the response too long to make it worthwhile. Perhaps on more complicated
questions two people could work together on crafting responses.

A very good idea, but maybe you should complicate it by having committees
review the responses in the public interest.
One persons good answer may infuriate 25% of all professional HPs.
