All individuals who come under a License must meet the
requirements. The Licensee is responsible for the Training and 
Qualifications Program, background checks (if a requirement), 
supervison of activities, and to ensure that all documentation is 
maintained.

I don't believe that a facility can delegate this accountability 
away, be it their own employees or temporary (contractor) employees. 
The contractor is NOT the licensee.
