The key word when looking at title 49 is TRANSPORTATION!!
The animal carcass and scint fluids > 70 bq/gram are covered in 173.427(d)
(LSA Materials). ANY material < or = 70 bq/gram is not radioactive material
for purposes of TRANSPORTATION. If you are doing anything other than
transporting the material, other regulations may apply.
