Stakeholder...one of the US Nuclear industries little
catchy words from sometime in the 80's I believe.  Bascially,
all they are referring to when they say stakeholders, would be
the people that have something "at stake" from the regulations
that they (the EPA) are considering.  In the case of the National Drinking
Water Standard, that would be the general public, probably the
regulators that have to impose the rules that are promulgated,
industry (in this case health physics) experts that have an
interest in formulation of responsible and enforceable regulation,
and whatever private industry or local government agencies that 
might be economically affected by the regulations.  In short,
just about everybody in some manner would be a stakeholder in
regulations on the US National Drinking Water Standard.
